Here is a Solid Brass finger wheel made by Western Electric .

It is called a Sani wheel. These were used to be able to wipe and sanitize the porcelain dial plate and sanitize. 

 The brass has been polished and sealed so they wont tarnish.

If you want one polished but not sealed let me know.
